Biography
Me Hockenhull was admitted to the Quebec Bar in 2014. Me Hockenhull holds a Bachelor of Law from the University of Montreal, where he distinguished himself by appearing on the Dean's Honour List for the excellence of his academic results. Me Hockenhull also holds a Juris Doctor from the prestigious Osgoode Hall Law School. During his studies, Me Hockenhull was awarded scholarships for the excellence of his academic results, including the entrance scholarship awarded to the best college students admitted to the Faculty of Law.
Me Hockenhull is an excellent litigator specializing in municipal and civil litigation and advises his clients on all issues relating to municipal law. He also has a detailed knowledge of issues related to civil liability, having represented insurers in numerous cases. He has extensive experience representing clients before various tribunals, having pleaded before the courts of first instance as well as the Quebec Court of Appeal. He has also pleaded before the Tribunal Administrative of Quebec. Biography
Me Louis Beauregard joined Municonseil in 2024, after leading the boutique firm Beauregard Avocats, working mainly in the areas of municipal law and real estate law. Lawyer of experience, mediator and ethics advisor, he defends clients in urban planning and in zoning, expropriation and municipal taxation and other aspects of municipal law and public real estate law. Me Beauregard provides legal and strategic services to some of the largest retailers and real estate owners in Canada, and to public bodies and individuals who deal with a municipal administration.
He also receives referrals from attorneys who are in a conflict of interest situation and also acts as a consulting attorney for other lawyers who do not have the expertise necessary to handle files in municipal law, town planning, expropriation or in municipal taxation.
He acts as a strategic advisor, negotiator with municipal administrations and has advocated files before the Supreme Court, the Court of Appeal of Quebec, the Superior Court, the Tribunal Administrative of Quebec, several specialized administrative tribunals and also before the courts municipal.

Biography
Samuel Bachand holds degrees from the Université de Montréal Faculty of Law and Osgoode Hall Law School. He has been a member of the Quebec Bar since 2011 and the Ontario Bar since 2012. In his professional practice, he specializes primarily in litigation, in the fields of municipal law, regulatory criminal law, administrative law and constitutional law. He also has significant experience in real estate law and contract drafting. Mr. Bachand has successfully advised and represented major corporations such as Hydro-Québec, Lafarge Canada, TELUS and Vidéotron. He has also acted for municipalities, Airports of Montréal and Airport Saint-Hubert-de-Longueuil, as well as environmental service companies, real estate developers, religious corporations and interest groups.
He has appeared at trial and on appeal before all Quebec courts, as well as the Federal Court of Canada. Mr. Bachand has also represented clients before disciplinary and administrative bodies. He has drafted briefs and arguments presented to the Supreme Court of Canada, the Federal Court of Canada, the Quebec Court of Appeal, the Quebec Superior Court, the National Assembly and the Senate of Canada. He has also acted as secretary and guest counsel for private inquiry committees. His varied experience in judicial and administrative litigation makes Mr. Bachand an excellent litigator, much appreciated by his clients.
From 2012 to 2016, he was an instructor for the McGill University team in the Bora Laskin moot court competition in administrative and constitutional law. From 2012 to 2020, he taught the application of human rights charters, drafting and pleading techniques, and common law extra-contractual liability at Université de Montréal. In 2023, Mr. Bachand assisted an Alberta working committee composed of Mr. Preston Manning, Me John C. Major and Mr. Michel Kelly-Gagnon in their work on a proposed civil liberties reform for that province.

Biography
Guillaume Rousseau has completed his Law licence at the Université de Sherbrooke, followed by a Comparative Law master's with a major in human rights and cultural diversity at McGill University. He articled at Fasken Martineau where he also practiced municipal and urban planning law.
Me Rousseau's work experience was completed at the Québec Justice Department and at the New Brunswick Human Rights Commission. Recently, he acted as advisor to the Québec National Assembly, particularly during the consultations leading to the revision of the Code of Civil Procedure. His post-graduate work, co-tutored by the Université de Sherbrooke and the Université Paris I Panthéon-Sorbonne led to a Ph.D. thesis in the Fall of 2012 and a Ph.D. degree jointly granted by the two universities. The same year saw Me Rousseau's nomination as professor at the Law faculty of the Université de Sherbrooke.
